For more than 30 years, Manny has served in executive leadership roles across healthcare, human services, and community-based organizations throughout Oregon. His career has been dedicated to helping organizations navigate growth, strengthen operations, develop leaders, and create workplace cultures where employees feel valued, engaged, and accountable.

Human Resources has been the cornerstone of Manny's leadership philosophy. Throughout his career, he has led and transformed HR functions that extend far beyond traditional personnel administration. His experience includes executive-level leadership in talent acquisition, workforce planning, employee relations, organizational development, leadership coaching, performance management, compensation strategy, policy development, compliance, labor relations, succession planning, and culture transformation.

As a trusted advisor to executive teams and governing boards, Manny has partnered with leaders to align people strategies with organizational goals, ensuring that Human Resources serves as a strategic business partner rather than an administrative function. He has successfully led organizations through periods of rapid growth, organizational restructuring, mergers, regulatory change, and workforce transformation while maintaining a strong commitment to employee engagement and organizational excellence.

In addition to his extensive HR leadership, Manny has served as a Chief Operating Officer and executive leader responsible for overseeing complex healthcare operations, regulatory compliance, strategic planning, quality improvement, financial stewardship, and cross-functional leadership. His experience spans Medicaid, Medicare, community health centers, behavioral health, Traditional Health Worker programs, peer support services, and other mission-driven organizations committed to improving community health outcomes.
